Adds an automatic recovery for a stuck sync. During syncing the wallet downloads a stream of block filter data, and if that stream stalled it could sit frozen — the progress bar stops moving and never reaches 100%. The wallet now detects that stall on its own and restarts the download so sync can continue.
If your wallet has felt stuck partway through syncing, update and let it run — it should get past the point where it was hanging.
